About the K-L YES Program

The Kennedy-Lugar Youth Exchange and Study (K-L YES) Program was established in October 2002 and was named after the program founders, Senator Edward M. Kennedy and Senator Richard Lugar. Their vision was to build bridges of friendships and relationships between Americans and young people of other countries. The K-L YES program aims to connect people based on mutual interests and create a respectful environment between Americans and participating countries. The program is established upon dismissing assumptions and stereotypes based on an individual’s nationality or ethnic origin. The K-L YES program is funded and sponsored by the Bureau of Educational & Cultural Affairs (ECA) of the United States Department of State. It provides scholarships for high school students (aged between 15-17 years) from countries with significant Muslim populations to spend up to one academic year in the United States. While participating in the program, the students live with American host families, attend American high schools, engage in activities to learn about American society and values, attend various conferences, seminars, and workshops to acquire leadership skills, and help educate Americans about their countries and cultures.

The K-L YES Program evolved out of a generalized recognition that public diplomacy efforts had been neglected in many countries worldwide for many years and that the effects of this came into stark focus in the aftermath of the September 11, 2001 events. The Bureau of Educational and Cultural Affairs of the U.S. Department of State, along with the U.S. exchange community, recognized the importance of youth exchange as a critical component of renewed commitment to building bridges of friendships between citizens of the U.S. and countries around the world, particularly those with significant Muslim populations.

The K-L YES program has over 12,000 alums from more than 40 countries. The program started in Bangladesh in 2004. Since then, over 457 Bangladeshi students have completed the YES program and are a part of the YES Alumni network.

The International Education and Resource Network – Bangladesh (iEARN-Bangladesh) administers and facilitates the K-L YES program in Bangladesh with close cooperation from the U.S. Embassy in Dhaka. iEARN-Bangladesh is a non-profit organization dedicated to better education, sustainable life, and peace in Bangladesh.

The K-L YES program aims to engage participating youth, their teachers, classmates, and community leaders in an exchange effort that promotes increased understanding and tolerance between cultures. The K-L YES program encourages the exchange of ideas, values, and experiences among young people by exposing these young scholars to leadership, diverse belief systems, civil society principles, and community service engagement and involvement.

Kennedy-Lugar Youth Exchange and Study (YES) প্রোগ্রাম অক্টোবর ২০০২ সালে প্রতিষ্ঠিত হয়েছিল এবং প্রোগ্রামটির প্রতিষ্ঠাতা সিনেটর এডওয়ার্ড এম কেনেডি এবং সিনেটর রিচার্ড লুগারের নামে নামকরণ করা হয়েছিল। তাদের লক্ষ্য ছিল আমেরিকান এবং অন্যান্য দেশের তরুণদের মধ্যে বন্ধুত্ব এবং সম্পর্কের সেতু তৈরি করা। প্রোগ্রামটির উদ্দেশ্য পারস্পরিক আগ্রহের ভিত্তিতে সবার সাথে সবার সংযোগ স্থাপন করা এবং ব্যক্তির জাতীয়তা বা জাতিগত উৎসের উপর ভিত্তি করে ভুল ধারণা বাদ দিয়ে স্বতন্ত্র ব্যক্তি হিসাবে একে অপরকে সম্মান করার মানসিকতা তৈরী করা। যুক্তরাষ্ট্রের স্টেট ডিপার্টমেন্ট দ্বারা অর্থায়নকৃত Kennedy-Lugar Youth Exchange and Study (YES) প্রোগ্রামটি যুক্তরাষ্ট্রে এক একাডেমিক বছরের বৃত্তিতে থাকার এবং পড়াশোনা করার সুযোগ প্রদান করে থাকে। প্রোগ্রামে থাকাকালীন অবস্থায় শিক্ষার্থীরা হোস্ট পরিবারের সাথে বসবাস করে, উচ্চ বিদ্যালয়ে পড়াশোনা করে, আমেরিকান সমাজ এবং মান সম্পর্কে জানতে পারে, নেতৃত্বের দক্ষতা অর্জন করে এবং তাদের দেশ এবং সংস্কৃতি সম্পর্কে আমেরিকানদের শিক্ষিত করতে সহায়তা করে।

অনেক বছর যাবৎ বিশ্বজুড়ে একটি উৎকণ্ঠা কাজ করছিলযে, আন্তর্জাতিক কূটনৈতিক সম্পর্ক উন্নয়নের প্রচেষ্টাকে বিভিন্ন দেশেই প্রতিনিয়ত অবহেলা করে চলা হচ্ছে । বিশ্ব রাজনীতিতে এই অস্থিরতা আরো প্রখর হয়ে ওঠে ১১ সেপ্টেম্বর, ২০০১ এর মর্মান্তিক ঘটনাগুলির পর থেকে। এই সমস্যা সমাধান করার জন্য সার্বজনীন মতৈক্য থেকেই K-L YES প্রোগ্রামের সৃষ্টি। যুক্তরাষ্ট্র সরকারের শিক্ষা ও সংস্কৃতি বিষয়ক ব্যুরো এবং এক্সচেঞ্জ ঐক্যের মতে আমেরিকান জনতা এবং বাকি বিশ্বের মধ্যে, বিশেষত মুসলিম প্রধান সম্প্রদায়গুলোর সঙ্গে, সেতুবন্ধন করার পথে “ইয়ূথ এক্সচেঞ্জ প্রক্রিয়া” একটি অন্যতম চাবিকাঠি।

উল্লেখযোগ্য মুসলিম জনসংখ্যা সহ দেশের মাধ্যমিক স্কুল শিক্ষার্থীরা এই বৃত্তির জন্য আবেদন করতে পারে। বর্তমানে, K-L YES প্রোগ্রামের ৪০টিরও বেশি দেশ থেকে ১২,০০০ এর বেশি প্রাক্তন শিক্ষার্থী রয়েছে। ২০০৪ সালে বাংলাদেশে এই কর্মসূচী শুরু হয়েছে, এবং তারপর থেকে এখন পর্যন্ত ৪৫৭ বাংলাদেশী শিক্ষার্থী YES প্রোগ্রাম সম্পন্ন করেছে এবং ইয়েস এলামনাই নেটওয়ার্কের অংশ হয়েছে।

বাংলাদেশে যুক্তরাষ্ট্র দূতাবাসের সহযোগিতায়, ইন্টারন্যাশনাল এডুকেশন অ্যান্ড রিসোর্স নেটওয়ার্ক – বাংলাদেশ (iEARN-Bangladesh) কে-এল ইয়েস প্রোগ্রাম পরিচালনা করে। iEARN-Bangladesh একটি অলাভজনক প্রতিষ্ঠান যা বাংলাদেশে উন্নত শিক্ষা, টেকসই জীবন এবং শান্তির জন্য নিবেদিত।

YES প্রোগ্রামের লক্ষ্য অংশগ্রহণকারী শিক্ষার্থী, তাদের শিক্ষক, সহপাঠী এবং তাদের জনপ্রতিনিধিদের একটি প্রচেষ্টার সাথে জড়িত করা, যার মাধ্যমে সংস্কৃতির বোঝা-পড়া বৃদ্ধি এবং সহনশীলতা বিনিময় হবে। YES প্রোগ্রাম তরুণ অগ্রদূতদের নেতৃত্বের শিক্ষা, নাগরিক সমাজের নিয়ম-নীতি এবং সমাজ কল্যাণে জড়িত হওয়ার সুযোগ করে দেয়, এবং এর দ্বারা তরুণদের মূল্যবোধ এবং অভিজ্ঞতা তৈরির উৎসাহ দেয়।
